To provide hollow resin particles having high shell strength.

The hollow resin particles are characterized by making a resin (b) that contains fine particles (A) preferably having a volume average particle size of 0.001-3 m the shells. A solution, which dissolves the resin (b) in a solvent (c) having a solubility parameter of 7-11 and in which the concentration of the resin (b) is 0.1-40 wt.% based on the weight of the solution, is dispersed in an aqueous dispersion (G) of the fine particles (A), and the solvent (c) is removed by distilling it into the outside system or extracting it in water. By this the aqueous dispersion (X) of the hollow resin particles, which makes the resin (b) containing the fine particles (A) the shells, is obtained, and according to the manufacturing method the hollow resin particles are manufactured.
