A home terminal 10 comprises: a location management function unit 13 for managing location information of a terminal; a home agent function unit 11 for performing communication between an subordinate IP telephone terminal 2 and another telephone set 5, encapsulating an incoming IP packet from the other telephone set 5 to transfer to the IP telephone set using a header including a c/o address according to the location information of the terminal managed by the location management function unit 13, decapsulating the encapsulated IP packet from the terminal and transmitting the IP packet to the other telephone set 5; and a foreign agent function unit 12 for requesting the location registration of a terminal subordinate to another home terminal. This home terminal 10 is connected to the Internet, so that an incoming call can be transferred to a desired terminal.
