The plurality of engagement elements 12 are installed one surface of a sheet-shaped base material part 11, and an element formation region X including the engagement elements 12 and element non-formation regions Y which do not include the engagement elements 12 are formed in the base material part 11. Treatment toward the outer surface is applied to the element non-formation regions Y of the base material part 11, to constitute the hook-and-loop fastener 10 having projections 15 along the element formation region X. The hook-and-loop fastener 10 is installed on the tire inner surface S, so that the engagement elements 12 are located on the tire inner cavity side.
