To provide a hot rolled stainless steel plate which has the adhesiveness of scale at a level where peeling and dust are not generated even when it is worked as-scaled and pickling property at the level where the shot blasting process before pickling is unnecessitated and its manufacturing method.
This hot rolled stainless steel plate contains ≥10wt.% Cr, the thickness of scale on the surface is ≤2.5μm, preferably contains furthermore ≤1.0wt.% Si and Si-containing oxide layer of ≤0.1μm thick is formed in the interface of the scale layer and a base alloy. By hot-rolling a slab containing ≥10wt.% Cr and preferably ≤1.0wt.% Si so that expansion ratio (= the area of the rolled face of a steel-strip coil/the area of the rolled face of the slab) becomes a ≥150, this steel plate is manufactured.
