To draw up a hot spring or underground water by closing the inside of a pit of an excavated well stored with the spring-out hot spring or underground water, in a deeper position than the still water level to reduce storage volume in the pit so as to make the hot spring or underground water self-flowing out to the ground using its spring-out pressure.
A flange 10 is fixed to the mouth of an excavated well mounted with a casing 1. A closing part of double structure composed of an internal cylinder 2 and an expansion wall 3 is provided in a deeper position than the still water level in a pit, and a pressure pipe 6 is provided to fill gas or liquid in a clearance between the internal cylinder 2 and the expansion wall 3 to form the closing part adhering closely to the internal wall of the pit by the expansion of the expansion wall 3 being filled with gas or liquid. A flood port 7 is positioned in the lower position of the closing part. A lifting pipe 5 with a discharge flow rate regulating valve 4 provided at the upper end of a ground part is provided piercing the internal cylinder 2 and the mouth flange 10. A hot spring or underground water starting to spring out again by providing the closing part self-flowing out to the ground by its spring-out pressure from the flood port 7 through the lifting pipe 5.
