PURPOSE: To easily draw out a house wrap and to enable a worker on an upper scaffold to easily draw out wound moisture proof paper from a winder installed on the ground to a required length by winding a long house wrap round a core bar, and rotatably installing the wound core bar on the bearing parts of both end parts of a ground bed plate.

CONSTITUTION: A house wrap winder A is installed on the lower side. A house wrap lifting tool B with a holder 8 for lifting a house wrap 3 upward by pulling a rope 7 is operated by a worker on a scaffold device C to lift the house wrap 3 to a designated position. The draw-out leading end of the long house wrap 3 wound round a core bar 2 is pulled. The core bar 2 is installed on the bearing parts 5, 6 of both end parts of a ground bed plate 4 in such a manner as to freely rotate. Thus, the house wrap 3 can be easily drawn out to a required length by rotating the core bar 2 so as to be easily fastened on the wall surface.
