To solve the problem that the number of long detection signal lines increases as the number of electric cells increases resulting in the need of many man-hours for wiring in a method of measuring voltage of an electric cell of a plurality of secondary batteries with different potentials.
A plurality of electric cell state detecting parts and a single state measuring part are separately provided. The electric cell state detecting part generates a detection timing signal to be used in next electric cell state detection after detection and outputs the detection timing signal to the next electric cell state detecting part for detecting the electric cell state. Thus, the number of the long signal lines largely decreases, and the man-hours for wiring can be reduced. In addition, use of outputs of voltage-pulse signal insulating conversion circuits with different frequency bands can concurrently detect physical quantities indicating the state of the secondary battery such as electric cell current, electric cell temperature and electric cell pressure as well as the electric cell voltage.
