PROBLEM TO BE SOLVED: To provide a method by which the allowable voltages of varistors mounted on electric apparatuses connected to a distribution line can be measured, so that the measured voltage is used for future references. SOLUTION: The distribution line of a high-voltage system led in a building from an external cable and distribution line of a low-voltage system connected to the various electric apparatuses carrying the varistors are provided. On the distribution line, on which both voltage system commonly use the same grounding electrode, the allowable voltages of the varistors carried in the electrical appliances are measured, by connecting the charge pump section 2 of a portable measuring instrument composed of a power source section 1, the charge pump section 2, a discharge section 3, a voltage-detecting section 4, a current-detecting section 5, a CPU control section 6, and an operation displaying section 7 to the voltage lines and grounding lines of the apparatuses and impressing voltages upon the varistors from the charge pump section 2. The voltages are gradually raised and, when the current in the external cable becomes 1 mA, the impressed voltages are interrupted and the then maximum impressed voltages are measured as the allowable voltages of the varistors.
