To provide a controller capable of starting up a hydraulic actuator with little generation of impact, allowing the actuator to rapidly reach a control target position, and then stopping it with little generation of impact.
An actuator is started up at low speed and gradually speeded up by controlling a controller so as to gradually increase flow rate. Once flow rate of the control valve reaches a set control target constant flow rate Qa, the flow rate is retained at the set control target constant flow rate Qa so as to operate the actuator at a constant speed. A set control target flow rate Q' is set in a state where the larger the required operated variable of the actuator becomes, the larger the set control target flow rate Q' becomes. Once the set control target flow rate Q' becomes equal to the set control target constant flow rate Qa, the control valve is controlled so that the flow rate becomes equal to the set control target flow rate Q'. Accordingly, the hydraulic actuator reaches the control target position while being decelerated.
