The hydraulic actuator 100 comprises an output cylinder 3, a pump 2, a motor 1 for driving the pump 2, a swash plate control cylinder 5, and flow paths 14-16. The output cylinder 3 has a cylinder chamber 31, a cylinder chamber 32, and an output piston 33. The pump 2 has a supply/discharge port 25, a supply/discharge port 26, and a swash plate 27 for changing the discharge capacity of the pump 2. The flow path 14 connects the cylinder chamber 31 to the supply/discharge port 25. The flow path 15 connects the cylinder chamber 32 to the supply/discharge port 26. The flow path 16 stores operating fluid leaking from the pump 2 in an accumulator. The swash plate control cylinder 5 drives the swash plate 27 with the operating fluid supplied thereto from the flow path 14 or 15, whichever pressure is higher, and discharges the operating fluid into the flow path 16. The swash plate 27 is driven with pressure generated in the pump 2, therefore eliminating the need for providing a separate power source for driving the swash plate 27.
