In the hydraulic buffer 10, a pressure side damping-force generator 60 is disposed between a piston side oil chamber 27B and a free piston 34, and a damper cylinder 21 is provided with a bypass oil passage 80 that bypasses the pressure side damping-force generator 60 and communicates the piston side oil chamber 27B with an annular oil chamber 35. The bypass oil passage 80 communicates the piston side oil chamber 27B with an annular oil chamber 35 when the free piston 34 performs compression stroke not less than a certain value.
