During ON-operation of an inspection switch 33, a flow path selector valve 27 selects a second position (b) in accordance with a signal from a controller 28 to establish a second circuit state where both travel motors 10, 11 are driven by a second pump 26. In this state, alternate travel idling of both travel motors 10, 11 are allowed. Cut valves 29, 30 in center bypass lines C1, C2 are closed depending on the driven travel motors and the discharge flow amount of the second pump 26 is controlled depending on a travelling operation amount. Thereby, the occurrence of abnormality in either both travel motors 10, 11 or both pumps 25, 26 is identified.
