A sediment gathering part 11 for capturing the sediment flowing along a wall surface of a flowing water passage on the upstream side of a runner 4, is formed along the wall surface. A net plate for checking permeation of a large obstacle may be provided in an inlet of the sediment gathering part 11. A sediment discharge pipe for connecting the sediment gathering part 11 to the downstream side of the runner 4 and a discharge valve arranged in the middle of the sediment discharge pipe, may also be provided. The other constituting example has a flow speed distribution adjusting structure for guiding the water flowing near upper-lower walls to the central vicinity in the height direction by the flowing water passage on the upstream side of the runner 4 so that the flow speed distribution turning to the runner 4 becomes relatively high in a central part in the height direction in the inlet of the runner 4.
