To provide a hydraulic pump capable of suppressing leak oil from leaking to the outside of a seal member.

The hydraulic pump comprises: a pump housing having an accommodating section; a pump cover closing one end side of the accommodating section; a pump unit accommodated in the accommodating section; a shaft disposed in the pump housing and rotatively driving the pump unit; a bushing disposed in the pump housing and rotatably supporting the shaft; the seal member disposed axially outside the bushing in the pump housing, having a lip at the inner circumferential side, and sealing the outer circumferential surface of the shaft; a seal chamber formed between the seal member and the bushing in the pump housing; and a return passage connected to the seal chamber and leading oil supplied to the seal chamber from the pump unit side of the accommodating section to the low-pressure side. The shaft has a stepped portion formed between the bushing and the seal member.
