The fitness layer 21 is formed as a coat such as a manganese phosphate coat by applying chemical conversion coating treatment to the inner wall of the center hole 6 of the cylinder block 5, e.g. By the fitness layer 21, the clearance of 10 μm or smaller is formed in the fitting portion between the center hole 6 of the cylinder block 5 and the center shaft 10.
