SOLUTION: When an operation of an acceleration pedal 15 is stopped and when a prescribed time T2 is passed, in the case of idling control where an idling switch 70 is turned on, a slow down switch 64 is closed, an idling switching switch 66 is switched to a contact point (a) side, and the engine speed is slowed down based on a command from a slow-down control part 65. When the operation of the operation lever is stopped and when a prescribed time T1 passes, the switch 66 is switched to a contact point c side to control the engine speed immediately in 1050 r.p.m. of idling speed.
