PURPOSE: To generate flow even out of the flowless water in a lake and a pond or the like and facilitate electric power generation by constituting a water turbine rotation promoting means fixed at a water turbine runner shaft, by providing a number of weights turnably at the outer periphery of a ringlike rotation body.
CONSTITUTION: When the valve of a pipe 2a is opened and a water pump 16a is driven, the water 1 in a lake, in a pond or the like falls into the 1st pipe 2a and ascends and is housed in the 1st tank 3a. After housing a fixed quantity, the valve of the 2nd pipe 2b is opened and the water pump 16b is driven, then the water 1 falls into the 2nd pipe 2b and ascends and is housed in the 2nd tank 3b. Likewise, the water 1 housed in the 3rd tank 3c is dropped onto a water turbine runner 5 through a pipe 4, and when the water turbine runner 5 is rotated, a ringlike rotation body 13 is rotated, and as weights 15 are opened at the time of falling and fall at the time of ascent, rotary force due to a rotation moment is given, and the rotation of the water turbine runner 5 is promoted. And a generator 9 is rotated through a chain 8 and power generation is carried out.
