This hydrogen generating apparatus is provided with a raw material supplying part 1 for supplying a raw material to the reforming part 3, a conversion temperature detecting part 6 for detecting the temperature of a conversion catalyst, a CO oxidation temperature detecting part 8 for detecting the temperature of a CO oxidation catalyst and a raw material flow rate control part 10. The flow rate of the raw material is changed by the part 10 by predicting the state of the catalyst in each part from the amount of the raw material to be supplied, the detected temperature of the conversion catalyst and the detected temperature of the CO oxidation catalyst.
