A partial oxidizing chamber 5, a water vapor reforming chamber 6, a CO oxidizing processing chamber 8, a fuel vaporizing chamber 3, a hydrogen storage alloy chamber 9 and a fuel preheating chamber 2 repeat alternately heat generating and heat absorbing in the order of a partial oxidizing reaction, a water vapor reforming reaction, a CO selection oxidizing reaction, a fuel vaporizing reaction, a hydrogen storage reaction and fuel preheating, respectively, from a high temperature side, and are disposed so as to freely exchange heat with each adjacent reaction.
