For the stabilization of the reaction, especially for the maintenance of the reaction temperature, the feedback control by a feedback unit 8 is performed for the supply of air (oxygen or oxidizing agent) 1c. Other materials 1a, 1b are supplied by the open-loop control according to the instruction of a flow selection unit 6 which indicates a preset value depending on the required hydrogen production volume. In addition, a continuous flow setting unit 3 capable of setting the flow continuously is employed for the supply of air and the flow control of the other materials 1a, 1b is performed by use of a discrete flow setting units 2a, 2b each of which provides the flow by a discrete valuation by use of an on-off combination of on-off valves.
