PROBLEM TO BE SOLVED: To provide a technique capable of easily improving the efficiency of a catalytic reaction.SOLUTION: There is provided a hydrogen producing catalyst which comprises a perovskite oxide 12, a central part 10 which substantially contains no active metal, an active metal 24, a perovskite oxide 22 for carrying the active metal 24 and an inorganic binder 26 and has a covering part 20 for covering the whole surface of the central part 10.
