The water pipe for circulating the tap water with impurities removed in a cooling tank is connected to a hydrogen generator. A series of devices for connecting a hydrogen supply pipe for supplying hydrogen to cooling water are housed in an enclosure. The enclosure includes a prepaid settlement terminal and a public wireless LAN relay for internet connection.
