To obtain an incombustible hydrophilic coated product for tunnels having a high surface hardness and excellent in smoothness, antifouling properties and durability by providing the surface of a substrate with a hydrophilic inorganic coated layer comprising a coated and cured film of a specific hydrophilic inorganic coating material.
This coated product is obtained by providing the surface of a substrate previously having a primer layer comprising a coated and cured film of a primer coating material such as a coated substrate with a hydrophilic inorganic coated layer comprising a coated and cured film of a hydrophilic inorganic coating material containing a silane-modified surfactant such as a compound having a reactive group at the terminal and represented by formula IV (R0 is a hydrophilic group; n is 1-3; X is a hydrolyzable group) in an inorganic coating material consisting essentially of a silicone resin (having preferably ≥900 weight-average molecular weight) which is a hydrolyzed polycondensate of a hydrolyzable mixture containing a compound represented by formula II (R1 is a monovalent hydrocarbon) and/or a colloidal silica in an amount of 0.1-20 mol based on 1 mol of a silicon compound represented by formula I (R2 is a monovalent hydrocarbon) and a silicon compound represented by formula III in an amount of 0-0.6 mol based on 1 mol of the silicon compound represented by formula I.
