Abstract:
To provide a hydrophilic coating composition in which a hydrophilic coated film layer has hydrophilicity without mostly decomposing an organic system substrate by the formed hydrophilic coated film when the surface of the organic system substrate is coated with one layer.
In the hydrophilic coating composition coated on the surface of the organic system substrate which contains crystalline titanium oxide particles and amorphous titanium oxide particles, vanadium is contained in each of the crystal particles and the amorphous particles.
