To provide a fin with hydrophilicity and a heat exchanger.SOLUTION: A hydrophilic fin is an aluminum fin joined by brazing using a brazing material and a fluoride-based flux, where a surface coverage by the residual particles of the fluoride-based flux generated during brazing is 10% or more, and further, there are 500 to 2000 inorganic compound particles different from the residual particles of the flux per 1.0 mm square of the surface of the aluminum fin after brazing heat treatment.SELECTED DRAWING: Figure 9
