To provide a transparent member of which the surface is made hydrophilic corresponding to weak light of an indoor illumination level even by a small amount of titanium oxide.
The hydrophilic member consists of a base material and the film formed on the surface of the base material, and the film comprises particles of photocatalytic titanium oxide and particles of a second photocatalytic material other than titanium oxide. At least a part of the particles of photocatalytic titanium oxide and at least a part of the particles of the second photocatalytic material are bonded without forming a solid solution. At least a part of the particles of the photocatalytic titanium oxide is present in a state capable of coming into contact with moisture in the open air and the potential of the lower end of the conductive zone of the second photocatalytic material is more positive than 0 V in terms of paired standard hydrogen electrode potential at the time of pH=7 and the potential of the upper end of the valence electron zone of the second photocatalytic material is more positive than +2.7 V in terms of paired standard hydrogen electrode potential at the time of pH=7. Light with a wavelength capable of optically exciting the second photocatalytic material can arrive at least at one of the photocatalytic titanium oxide and the second photocatalytic material.
