PURPOSE: To provide a transparent hydrophilic oily ointment base particularly used for cleansing cosmetics, massage cosmetics or the like having excellent safety, stability, use feeling and chemical agent solubility by containing a water- soluble polymeric compound.
CONSTITUTION: (B) A component containing the aqueous solution of a water-soluble polymeric compound, preferably a carboxy vinyl polymer, and (C) a component containing an oily component are mixed and stirred in a ratio of (the compounding limit of B=20wt.%): (C=preferably 30-80wt.%) in an aqueous solution state with (A) a component containing one kind or more of polyhydric alcohols and one kind of more of surfactants preferably in a ratio of 5-30wt.%: 2-20wt.% to provide a hydrophilic oily ointment base which is safe for skins, has no irritation feeling, has no tacky feeling during and after the use of the cosmetic, has a good cleansing effect when used as a cleansing cosmetic, is stable and has a wide compounding degree of freedom for water-soluble and oil-soluble chemicals.
