To provide an IC card interoperation method by which IC cards are interoperable among many IC card operation systems whose certification bureaus are different from each other.
A common tenant manager device which is common to the IC card operation systems operating many interoperable IC cards is provided. The IC card operation systems for interoperation issue the public key of the certification bureau used in each IC card operation system and the public key certificate signed by each certification bureau of the common tenant manager device, and register the certificate to the common manager device. To the common area of the storage of the IC cards commissioned to be operated by the common tenant manager device, the common tenant manager device downloads wide-range applications after it certifies the main execution device of the interoperation mate registered in the certification bureau, by using the public key of the certification bureau use in the IC card operation system of the interoperation mate and the public key certificate signed by the certification bureau concerned of the common tenant manager device, when the interoperations are executed.
