PURPOSE: To obtain an electrostatic charge device, a process cartridge and an image forming device constituted so that an electrostatic charge member and the surface of a body to be electrostatically charged are uniformly brought into contact with each other by setting the constitution and the driving conditions of the electrostatic charge member to be a specified value.

CONSTITUTION: The body to be electrostatically charged 1 provided with an electric charge injection layer 12 whose surface has the volume resistivity of 1×1010-1×1014Ωcm and the electrostatic charge member 2 provided with a movable electrostatic charge brush 2 which is the electrostatic charge member electrostatically charging the body 1, on which a voltage is impressed and which is brought into contact with the body 1, are provided. When the moving speed of the surface of the body 1 is defined as VK(mm/sec), the moving speed of the surface of the brush 2 as VS(mm/sec) and the contact width of the body 1 and the brush 2 in the moving direction of the body 1 as N(mm), N.(VS-VK)/ VK≥4 is satisfied. As the result, a part left being not electrostatically charged does not exist on the surface of the body 1 and excellent electrostatic charge efficiency is obtained.
