PURPOSE: To make a high-definition display even in trick play mode by providing a shuffling means which arrange in-frame encoded blocks on a tape so that a tape head passes on at least a half of the in-frame encoded block in an encoded data stream.

CONSTITUTION: A compressed video signal including in-frame encoded data (IDATA) and motion compensative prediction encoded data (MCDATA) is impressed to a multiplexer 612 and a circuit 610 through a terminal 608. An input data shuffling controller 620 operates so that data are sent by the circuit 610 to one of memories 614 and 616 through an MUX 612. The controller 620 when passing the data to a circuit 622 which inserts the head through a DEMUX 618 generates a specific image format by performing control so that the appearance order of blocks of the IDATA stream and blocks of an MCDATA stream is changed.
