PURPOSE: To surely compensate the time axis and DC component of a video signal.

CONSTITUTION: At the time of recording, a negative pole synchronizing substituting circuit 12 substitutes a negative pole synchronizing signal for a part of a horizontal synchronizing signal and a clamp level signal in a MUSE signal. A reference level clampling circuit 13 compensates the DC component of the MUSE signal by a part which is not substituted by the negative pole synchronizing signal of the clamp level signal. At the time of reproducing, the DC component of the MUSE signal is compensated by a reference level clamping circuit 18 similarly to the recording time. Then,the time axis of the MUSE signal is stabilized by a time axis compensating circuit 20 and the MUSE signal is restored to the original format by a positive pole synchronizing substituting circuit 23.
