PURPOSE: To automatize the arrangement job of paper money and to efficiently perform the sealing processing of the paper money by providing a means for counting the number of the paper money of a detected denomination and the means for sealing the paper money whose number is counted by every prescribed number.

CONSTITUTION: A widthdrawal inspection part 16 discriminates the authenticity of the denomination, counts the number and outputs discrimination signals and the paper money discriminated as the denomination set for sealing by the withdrawal inspection pant 16 is integrated through carrier paths (f) and (i) in a tentative sealing box 20. Then, when 100 sheets of the paper money are integrated in the tentative sealing box 20, they are dropped from the tentative sealing box 20 to a sealing part 21, a tape is put around and the sealing processing is performed. The sealing-processed paper money is housed in small bundle housing boxes 22a, 22b and 22c corresponding to the sealing denominations. Also, when the number of the integrated paper money of the tentative housing box 20 is less than 100, it is sealed by putting the tape around, carried to a fraction housing box 23, integrated and housed. Also, the paper money discriminated as abnormal notes or false notes in the withdrawal inspection part 16 is integrated through the carrier paths (f) and (g) to a rejection box 17.
