PURPOSE: To provide a water film forming device which can form a water film having a uniform thickness on a casting drum.
CONSTITUTION: A wet air supply pipe 91 for guiding wet air to a wet air blow- off device arranged in the close vicinity to a casting drum from a wet air generating device 80 possesses a supply pipe 91 and heater 93 arranged so as to coat the supply pipe 92 with the heater 93. Since the wet air passing through the inside of the supply pipe 92 is heated by the heater 93, it is hard to condense. Then since the wet air supply pipe 91 is inclined in an accilivity manner toward a dew part from the wet air generating device 80, moisture stuck to the inside is apt to return within the wet air generating device 80. Therefore, the wet air having stabilized moisture can be supplied to the wet air blow-off device.
