PURPOSE: To provide a developing device capable of stably obtaining an excellent image by using the two-component developer and developing an electrostatic latent image on a photoreceptor while maintaining the photoreceptor and the developer layer on a developing roll in a non-contact state.

CONSTITUTION: The magnetic roll 22 is arranged opposite to the photoreceptor 10 and rotated while absorbing the two-component developer 28 containing non-magnetic toner and magnetic carrier in the surface, thus the absorbed developer 28 is transported. The electrode 25 is arranged opposite to the magnetic roll 22, on the upstream side from the developing area in the rotary direction of the magnetic roll 22, and the voltage is applied in the direction attracting the non-magnetic toner to the magnetic roll 22. Further, on the downstream side from the electrode 25, the block member 26 for removing the magnetic carrier on the magnetic roll 22. The non-magnetic toner layer is formed on the magnetic roll 22 by passing through the opposed positions.
