PURPOSE: To reduce the amount of existing code data whose storing position is changed in the case of adding the code data of a new image in a storage medium by grouping the code data of respective hierarchies in an image and changing the storing direction of each group.
CONSTITUTION: The hierarchical code data of the image is divided into two groups by an assignment group determining part and hierarchical code data assigned to the group 1 are stored in a code data storing part backword from the leading storage address. On the other hand, hierarchical code data assigned to the group 2 are stored in the storing part forward from the maximum storage address. Thereby the amount of existing code data whose storing position is changed can be reduced in the case of adding the code data of a new image in the storage medium.
