PURPOSE: To provide a speed governing device for a fuel injection device for an internal combustion engine which is constituted to prevent the increase of exhaust smoke density during rapid acceleration, prevent the occurrence of lowering of a rotation speed and the occurrence of an engine stop during rapid charging of a load, and prevent the increase of exhaust smoke density even during the starting of an engine.

CONSTITUTION: A full load stopper 30 to limit the total load position of an all speed governor is slidably contained in a case and laterally energized through the force of a spring 33. The lower end of a tension lever 11 is brought into contact with the full load stopper 30 and the position of the tension lever 11 is determined in a position where the tension of a main spring 8 is balanced with the force of the spring 33 according to the position of a control lever 5. Thus, when the control lever 5 is moved to a partial position, the full load stopper 30 is balanced in a position, deviated to the right, wherein a maximum injection amount is decreased, and a maximum injection amount during rapid acceleration is decreased and exhaust smoke density is reduced.
