The rotary throttle valve includes at least one fluid flow channel having an inlet and an outlet, with the inlet belonging to the side wall of the valve and being positioned at a distance, which is not zero, from the rotation axis of the rotary valve, and the outlet belonging to the cylindrical surface of the valve and being radially offset with respect to the inlet.
