PURPOSE: To form an IC card device hard to be damaged by charge, etc., and with high reliability by providing a charge eliminating means which eliminates electric charge filled on an IC card being connected electrically to the conductive surface of the IC card.

CONSTITUTION: An IC card 1 is a card on which an antistatic process is applied, and both upper and lower surfaces 1a and 1b are made of, for example, a conductive material, etc., and have conductivity. In the IC card, an IC module 7 in which an IC chip 5 is mounted is embedded, and on the IC module 7, plural contacts 9 to connect electrically to a card reader/writer 3 are provided, and one end of a connecting contact 9 is exposed on the upper surface 1a. When the IC card is inserted into the card reader/writer 3, a tip part connected electrically to the upper and lower surfaces 1a and 1b having conductivity, especially, outside surfaces 1a and 1b of the IC card is brought into contact electrically with a positioning stopper 13 in the card reader/writer 3, and static electricity filled on the surface of the IC card 1 is discharged to the earth through a lead wire 15.
