Abstract:

To provide a IC card and a personalizing device that shortens a process time to issue a card and reduces a load while maintaining an arrangement necessary for the secure access.

The flag setting unit allocates, in the region storing IC card 10 application a flag 130 that indicates whether a method of secured access to the data is required or not. The personalizing device 20 sets in a way that the flag 'not required' before the card is issued, but at 'required' after the card is issued. The personalizing device 20 has a personalizing process unit 201 that executes the personalization by writing an individual personal data in the some region storing IC card application, and a command issue unit 202 that requires the secured access, in the access of data element to the storage region for IC card data are set in IC card flag after personalization.
