To provide an IC card processor capable of processing an IC card only when the card is inserted and capable of preventing a foreign matter from advancing.

This IC card processor 10 is provided with an insertion port 1c inserted with the IC card 2 provided with an IC contact 2c, a shutter 5 for regulating an advance into a body inside 1a of the IC card 2 inserted into the insertion port 1c, an IC contact block 8 for reading or writing information by contacting with the IC contact 2c of the IC card 2 advanced into the body inside 1a. The IC card processor 10 is further provided with an IC contact sensor 4 for detecting the presence of the IC contact 2c in the vicinity of the insertion port 1c. The presence of the IC contact 2c inserted into the insertion port 1c is determined based on a time-serial change of a detection state of the IC contact sensor 4 at the time when the IC card 2, the foreign matter or the like is inserted into the insertion port 1c, and the shutter 5 is opened to release the regulation of the advance into the body inside 1a of the IC card 2, only when the presence of the inserted IC card 2 is determined.
