To write and read information without using an information writing/ reading device.

When receiving via an antenna part 12 information to be written into a storage part 11 and a write request for writing this information into the storage part 11, a control part 14 writes this information into the storage part 11. When receiving via the antenna part 12 a read request for reading the information written in the storage part 11, the control part 14 reads the information based on the read request and transmits this information via the antenna part 12. In the state where other IC cards exist in a communicable range and when writing predetermined information onto the other IC cards, the control part 14 transmits the information and the write request via the antenna part 12. And when reading the information written on the other IC cards, the control part 14 transmits via the antenna part 12 the read request for reading the information.
