To provide a technology of making communication with an IC tag that is in a state of difficulty in the communication by an external electromagnetic wave and enhancing accessibility to the IC tag located at an inner side of a pallet in the case that a plurality of item packaging boxes each including the IC tag are located on the pallet.

An IC tag communication relaying sheet 56 includes an antenna unit provided with one or more antennas 62 to 68 for making radio wave transmission/reception to/from the IC tag; lead wires 70 connected to each antenna and through which an electric signal corresponding to the transmitted/received radio wave; and an input output section located on a plate member 58 at the outside of the antenna unit, connected to the lead wires and for inputting/outputting the electric signal corresponding to each antenna to/from an external device. The antenna unit is located around the item packaging box located inside and the input output section is placed around the outer surface to attain communication between the external device accessing the input output section with the IC tag of the item packaging box inside the pallet.
