To provide an ID card making device capable of certainly detecting the peripheral edge of a photographic image.
An application 30 to be used for applying for an ID card includes a transmission part 32 for transmitting light. A rectangular face photograph 31 is attached inside the transmission part 32. The ID card making device 10 includes: a conveyance path 11 for conveying the application 30; an image photographing means 12 which can obtain a wide area photographic image 40 including a photographic image 41 and a photographic peripheral image 42 by taking a photograph 31 essential for the application 30 and also, a peripheral photographic image of the photograph 31; a peripheral edge specifying means 17 which specifies the peripheral edge 44 of the photographic image 41 according to the wide area image 40; and a printing means 21 which prints the photographic image 41 on the ID card based on the specified peripheral edge 44 of the photographic image 41. A low reflection part 35 is formed by combining the transmission part 32 of the application 30 with a matte surface 11a of the conveyance path 11. Therefore, the degree of light reflection at the time of irradiating the low reflection part 35 with light from the image photographing side is below the degree of light reflection of the face photograph 31 attached to the application 30.
