An ID smart card authentication system of this invention has an authentication key 'A' recorded in an SIM of a mobile terminal or a portable phone 11 and an authentication key 'B' recorded on an ID smart card. In the case of sending information with the SIM and ID smart card mounted on the mobile terminal or the portable phone, the authentication key 'A' read from the SIM of the mobile terminal or the portable phone and the authentication key 'B' read from the ID smart card are cryptanalyzed and data are recorded, and after a public authentication agency or a 3rd party agent 30 confirms that the both are coincident, an authentication certificate is given to received information.
