PROBLEM TO BE SOLVED: To reduce the time and effort in submitting an identification photograph as image data.SOLUTION: An identification photograph imaging device 1 includes: an imaging device that photographs a subject and creates a photographic image; a display unit that displays the photographic image; an operation unit that receives an indication position indicated by the subject to the photographic image displayed on the display unit; a creation unit 123 that creates output data including the photographic image and a plurality of scales arranged in a pixel unit with the indication position as a reference to the photographic image; and an output unit 110 that outputs the output data to a storage device storing output data.
