To provide an illuminating apparatus with which images that are easy to see can be obtained, even if the surrounding brightness is changed.
A fluorescent tube which serves as a main light source of an illumination panel A is lit by an illumination controlling device 13, the brightness of surroundings of a liquid crystal display is detected by an optical sensor 14 and the illumination controlling device 13 makes an organic EL element being an auxiliary light source of the illumination panel A emit light with luminance, according to the brightness of the surroundings of the liquid crystal display, based on a detection signal inputted from the optical sensor 14. For example, when the surroundings of the liquid crystal display is bright, the driving current of the organic EL element is increased in light emission luminance and thereby the whole luminance of the illumination panel A is enhanced.
