An illuminating device 3 which includes at least one light source 6 and guides light emitted from the light source 6 to irradiate the guided light from a light-emitting plane, has a liquid crystal layer 73 for guiding the light emitted from the light source 6 and a liquid crystal adjustment section 4 provided on the light-emitting plane to change the photo transmittance of the light transmitting through the liquid crystal layer 73 according to a value of a voltage applied to the liquid crystal layer 73.
