The illuminating device 100A equipped with a light emitting tube 120, an ellipsoidal reflector 130, a collimating lens, a 1st lens array and a 2nd lens array 160 is equipped with an optical element 40A where a hyperboloid of revolution 40As is formed on an incident surface and a plurality of small lenses 52A are formed on an emitting surface instead of the collimating lens and the 1st lens array. The hyperboloid of revolution 40As of the optical element 40A is constituted to be divided into multiple kinds of hyperboloid-of-revolution areas 42As1, 42As2 and 42As3.
