This illuminating lamp includes a housing 2, a support ring 30 rotatably supported in the housing 2 by a first rotary support shaft part 10, and a bezel 40 rotatably supported in the support ring 30 by a second rotary support shaft part 20 orthogonal to the first rotary support shaft part 10 and fixed with an LED element 51. The first rotary support shaft part 10 has a circular hole 13 arranged in the housing 2, a column projection part 14 arranged in the support ring 30, and a gear pin 16 pressed in a gear pin inserting hole 15 of the column projection part 14. The diameter of the column projection part 14 is enlarged by pressing the gear pin 16, and an outer peripheral surface of the column projection part 14 is brought into pressure contact with an inner peripheral surface of the circular hole 13.
