Provided is an illumination control device comprising: a first control unit 232 for changing the emission intensity of at least one of a plurality of LED illumination apparatuses 500 dispersedly arranged in a room which is an area subject to control, thereby changing the distribution of emission intensity by the plurality of LED illumination apparatuses 500; a calculation unit 234 for calculating, on the basis of the measurement result of illuminance distribution in the room measured for each of a plurality of emission intensity distribution, an illuminance contribution rate representing the degree of effect on illuminance at each position in the room exerted by each of the plurality of LED illumination apparatuses 500; and a second control unit 235 for controlling, on the basis of the calculated illuminance contribution rate, the emission intensity of the plurality of LED illumination apparatuses 500 so that illuminance distribution in the room equals the target illuminance distribution.
